As of July 1, 2025, several changes to Hawaiʻi Revised Statutes (HRS) §6E were codified in SB1263 CD1, most importantly, HRS §6E-2 was amended to add the definition of “Complete Submittal,” establishing clear, uniform documentation requirements for SHPD review.
A complete submittal now means a standardized packet that includes:
- Submittal Form.
- Permit set or 60% complete project drawing set.
- Site plan showing project area and ground disturbance locations.
- Written scope of work detailing:
- Length, width, depth of ground disturbance.
- Narrative boundaries of the project area.
- Photographs:
- Photographs:
- At least one photo of each elevation of existing buildings/structures.
- Map indicating project boundaries, including staging areas.
- Previous studies or surveys:
- Archaeological, architectural, or cultural resource survey OR
- Literature review and field inspection (archaeology) or windshield survey (architecture).
- For 6E-42 projects: Copy of building permit application.
- Additional documentation if historic properties are identified.
